Rules, health and weights, evaluated on every request.
Routing rules are versioned and priority-ordered. Partners are excluded when they're unhealthy, don't support the transaction type, exceed limits or aren't authorized for the institution.

Routing rules
IF partner is healthy AND type is supported AND institution is authorized THEN apply priority and weight.
Supported types
P2P, P2M, COLLECT, REFUND and MANDATE, configurable per rule and per partner.
Partner health
Health checks set healthy / degraded / down. Down partners are never selected.
Priorities & weights
Lower priority numbers are evaluated first. Weights split traffic deterministically among eligible partners.
Timeout policies
Partner-specific timeouts move requests to pending verification instead of blind retries.
Failure handling
An uncertain outcome is checked by status inquiry and is never re-sent to another partner.
